In the framework of the Second Ministerial Conference about the Information Society of Latin America and the Caribbean, in San Salvador, February 6-8, 2008, governments from 26 countries of the region got committed to promote the adoption of IPv6 in the private and public sector, commitment that was included as a goal of the regional action plan eLAC 2010.
Regional commitment:
“Carry out actions geared towards promoting the adoption of the IPv6 protocol at the public and private levels with a view to making all public services offered via the IP protocol, as appropriate, available on IPv6 and ensuring that the main State infrastructure and applications are IPv6-compatible. Actions to be implemented will, to the extent possible, include the early implementation of requirements to ensure that governments procure equipment and applications that are IPv6-compatible.”
(San Salvador Commitment, 15th issue, Chapter II: "Infrastructure and access, our second priority", page 6).

The field ‘Total Lengh’which is part of the IPv4 header, is not found in the IPv6 header. Its function was to count the size of the packet payload plus the size of a variable lenght header. As the IPv6 header has a fixed size, the presence of this field is unnecessary.
