In general, a LIR (local internet registry) can obtain a /32 block as an initial allocation.
As part of the actions that LACNIC is implementing in order that the new protocol may be deployed in the region, IPv6 blocks have no cost for those who have already been assigned IPv4 blocks by the RIR.
The field ‘Total Lengh’which is part of the IPv4 header, is not found in the IPv6 header. Its function was to count the size of the packet payload plus the size of a variable lenght header. As the IPv6 header has a fixed size, the presence of this field is unnecessary.
